$129,883
$14,488 a year once the PARF you give up is counted
| PQP Cat A, November 2026 | $129,883 |
| PQP Cat A, October 2026 (published) | $128,715 |
| PARF given up by keeping the car past 10 years | $15,000 |

The November 2026 PQP is our calculation with LTA’s rule (average of the premiums of August 2026, September 2026, October 2026). A 5-year renewal of a Cat A, B or D vehicle is allowed once only.
Prepared by Radif Partners · Method · COE results read on 24 October 2026 (latest: 2nd exercise of October 2026)
Renewing a Category A COE in November 2026 costs $129,883 for ten years or $64,942 for five; in Category B it is $131,819 or $65,910. That price is the prevailing quota premium, the three month average of COE results, and you pay it without bidding. The cash price is only part of the cost. A car deregistered at ten years still collects its PARF rebate, and renewing gives it up for good: for a car whose COE dates from before February 2023 and whose ARF was $30,000, that is $15,000. Counting it, a ten year renewal costs about $14,488 a year and a five year renewal $15,988 a year, against roughly $21,071 a year for a new Category A car kept ten years. A five year renewal of a car cannot be repeated.
Renew or deregister: the trade off
At ten years an owner has two choices. Deregistering returns the PARF rebate, a share of the ARF paid when the car was new, and ends the cost. Renewing keeps a car you already know, often in good condition, at the price of the PQP, and ends the right to any PARF rebate. The calculator above adds both sides: what you pay now, and the rebate you would have received by scrapping.
The PARF at stake depends on when the COE was obtained. For a car from before the second exercise of February 2023, the rebate in the tenth year is 50% of the ARF paid, with no cap. For a COE obtained between then and February 2026 the same share applies with a cap of $60,000, and for certificates from February 2026 the share drops to 5%, capped at $30,000. A car registered under the newest rules therefore gives up little PARF by renewing, which tilts the choice towards renewal.
The PARF you would give up
PARF rebate
$20,000
| Up to 5 years | $30,000 |
| Over 5 to 6 years | $28,000 |
| Over 6 to 7 years | $26,000 |
| Over 7 to 8 years | $24,000 |
Five years or ten
A ten year renewal costs the full PQP; a five year renewal costs half, rounded up. Per year they cost the same, but they are not the same commitment. After five years the car must be deregistered, and since the PARF is already gone, the only rebate left is the COE rebate for any months unused. After ten years a car can be renewed again. Owners who plan to keep a reliable car for as long as it runs usually take ten years; those who want a bridge to a later purchase take five.
At today’s PQP, a ten year renewal of a Category A car costs $12,988 a year and a five year renewal $12,988 a year before the lost PARF. Maintenance on an older car tends to rise, and road tax gains an age surcharge after ten years, rising each year up to 50%. The road tax calculator shows the surcharge for your car’s age.
Late renewal fees
| Private car engine | Late renewal fee |
|---|---|
| Up to 1,000 cc | $50 |
| 1,001 to 1,600 cc | $100 |
| 1,601 to 2,000 cc | $150 |
| 2,001 to 3,000 cc | $200 |
| Above 3,000 cc | $250 |
The fee is small next to the PQP, but the rule behind it is strict: a COE that has expired leaves the car deregistered, so it cannot be driven until the renewal goes through, and after one month it must be scrapped or exported. The PQP charged is that of the month of expiry, not the month you finally pay.
Paying for the renewal
Renewal is an online transaction on OneMotoring, open every day except between midnight and 6 am. Personal account holders pay by eNETS Debit, within the daily limit set by their bank, and a PQP above the bank limits can be paid by SGQR PayNow. A COE rebate from another vehicle you have deregistered can be used to offset the PQP of a car you own, as long as the rebate is still within its twelve months of validity; if the rebate is larger than the PQP, encash it first and pay the renewal separately, because any balance left in an offset is forfeited.
Which PQP and which category
Every car renews at the PQP of its own category. A car first registered with an open Category E COE renews under Category A or B according to its engine and power, and a weekend or off peak car pays the same PQP as a normal car and keeps its status. The figure for November 2026 on this page is our calculation with LTA’s rule, explained on the PQP page, until the official series is updated.
