How the figures are built
Two kinds of figures appear on this site. COE results and the prevailing quota premium are data: a script reads, on data.gov.sg, the Land Transport Authority’s COE results and the Singapore Department of Statistics PQP series (source: LTA) after each bidding exercise (398 exercises, from 1st exercise of January 2010 to 2nd exercise of October 2026, read on 24 October 2026). Taxes and rebates are rules: they were read on LTA’s pages on 24 October 2026, written into one parameter file and applied by a calculation engine covered by automated tests. Nothing you type leaves your browser.
Upfront cost of a new car
The vehicle tax structure adds, on top of the open market value (OMV) assessed by Singapore Customs: an excise duty of 20% of the OMV; GST of 9% on the OMV plus excise (IRAS); the registration fee of $350; the additional registration fee (ARF) in tiers; the VES rebate or surcharge and, for an electric car registered in 2026, the EEAI; and the COE premium. An imported used car pays a surcharge of $10,000. The dealer’s margin, insurance and accessories come on top and are not published by anyone.
| OMV slice | ARF rate |
|---|---|
| $0 to $20,000 | 100% |
| $20,000 to $40,000 | 140% |
| $40,000 to $60,000 | 190% |
| $60,000 to $80,000 | 250% |
| Above $80,000 | 320% |
| OMV slice | ARF rate |
|---|---|
| $0 to $20,000 | 100% |
| $20,000 to $50,000 | 140% |
| $50,000 to $80,000 | 180% |
| Above $80,000 | 220% |
The ARF is rounded up to the dollar; on four lines of LTA’s own car cost list the engine lands on the same dollar. VES bands depend on the worst of five pollutants; the calculators ask for the band, and can only suggest one from CO2 alone. After rebates the ARF cannot fall below $5,000, except for fully electric cars registered up to 2027, which have no minimum (emission schemes).
| VES band | Registered in 2026 | Registered in 2027 |
|---|---|---|
| A | -$22,500 | -$20,000 |
| B | $0 | $0 |
| C1 | $7,500 | $15,000 |
| C2 | $22,500 | $30,000 |
| C3 | $35,000 | $45,000 |
COE results and the PQP
For each exercise and category the open data gives the quota, the bids received, the successful bids and the quota premium, which every successful bidder pays (how bidding works). Category A covers non-electric cars up to 1600 cc and 97 kW and electric cars up to 110 kW (COEs from May 2022); category B the rest; C goods vehicles and buses; D motorcycles; E is open to all but motorcycles.
The prevailing quota premium is the moving average of the premiums of the last three months in which bidding took place, rounded up to the dollar (COE renewal). Recalculating it from the open data gives the published series for every month since 2002 without a single gap. The PQP for November 2026, built on the premiums of August 2026, September 2026, October 2026, is shown as our calculation until the official series, which currently ends with October 2026, catches up. Renewing for 10 years costs the PQP; for 5 years, half of it rounded up.
Road tax
Six-monthly road tax follows the formulas on LTA’s road tax page, multiplied by 0.782: by engine capacity for petrol cars, by maximum power for electric cars plus an additional flat component of $350 every six months, and the higher of the two for hybrids. Cars over 10 years old pay 10% more, rising by ten points a year to 50% beyond 14 years. A 1,598 cc car pays $741.73 a year.
PARF and COE rebates
| Age at deregistration | COE before Feb 2023 | Feb 2023 to Feb 2026 | From Feb 2026 |
|---|---|---|---|
| Up to 5 years | 75% | 75% (cap $60,000) | 30% (cap $30,000) |
| Over 5 to 6 years | 70% | 70% (cap $60,000) | 25% (cap $30,000) |
| Over 6 to 7 years | 65% | 65% (cap $60,000) | 20% (cap $30,000) |
| Over 7 to 8 years | 60% | 60% (cap $60,000) | 15% (cap $30,000) |
| Over 8 to 9 years | 55% | 55% (cap $60,000) | 10% (cap $30,000) |
| Over 9 to 10 years | 50% | 50% (cap $60,000) | 5% (cap $30,000) |
The PARF rebate is computed on the ARF paid after VES and EEAI (PARF and COE rebates; new schedule in the news release of 12 February 2026). The COE rebate is the premium paid times the unused months over 120; unused months are counted in whole calendar months from the day after deregistration, then the remaining days as thirtieths of a month. LTA’s worked example ($16,897, 29.1 months, $4,097) is one of the engine’s tests, as are the two examples of the February 2026 release.
Cost per year
Cost per year = (price paid − PARF rebate − COE rebate at the end + road tax and the running costs you enter × years) ÷ years. It assumes the car is deregistered at the end of the period; a car sold on the used market fetches more than its rebates, by an amount nobody publishes.
Car loans
The Monetary Authority of Singapore caps a car loan at 70% of the purchase price (taxes and COE included) when the OMV is up to $20,000, and 60% above it, over 7 years at most. Banks quote flat rates; the calculator converts them into an effective yearly rate.

Limits
No forecast of the next premium. No OMV per model. No insurance or petrol price. Off-peak cars, taxis, company cars and goods vehicles have rules of their own that the calculators do not cover. A change announced in Budget 2027 or after LTA’s consultation on COE categories will be applied the day it is published.
